The MSPAA sadly announces the recent passing of one of “Maryland’s Finest,” First Sergeant William “Bill” L. Hayes, MDSP, Retired.
OBITUARY
William “Bill” Hayes passed away on December 13, 2023 at Brightview Senior Living in Severna Park, Maryland of a heart attack at the age of 84.
Born in the Bronx, New York on July 9, 1939 to the late Louis and Della Hayes, Bill moved to Annapolis at age 15. He attended St. Mary’s High School and entered the Army upon graduation. After serving in the Army, he returned home and married his wife, Betty Lou. They were married for 53 years before Betty Lou’s passing in 2014.
Bill joined the Maryland State Police and retired after 25 years of service. During his career with Maryland State Police, he earned a bachelor’s degree from the University of Maryland in Business Administration.
Bill was a lifetime member of the Annapolis Elks, former president of St. Mary’s Athletic Association, as well as president of Bethany Marina Townhomes HOA.
Bill loved watching his son play lacrosse at Maryland and loved all things Maryland Terrapins.
In addition to his parents, Bill was preceded in death by his beloved wife, Betty Lou. He is survived by his son, Steve (wife Kathy), and his grandchildren, Luke and Lily.

Friends are invited to celebrate Bill’s life at the Kalas Funeral Home & Crematory, 2973 Solomons Island Road, Edgewater, MD 21037, on Tuesday, December 19, from 1 pm until his funeral service begins at 3 pm.
