On behalf of the MSPAA Board of Directors and the Trooper of the Year Committee, we would like to congratulate TFC Evan Ruggles of the Leonardtown Barrack as our recipient of the MSPAA Trooper of the Year. TFC Ruggles is recognized for his dedication to the citizens of Maryland as he serves the Leonardtown Barrack. TFC Ruggles served in the United States Marine Corps prior to joining the Maryland State Police. He will be recognized at our annual TOY Luncheon at the Dutch’s Daughter Restaurant in Frederick on Saturday, June 19, 2021.

We hope you will join us to celebrate his accomplishments and sharing in our continued 100 th Anniversary Celebration. At the conclusion of our luncheon, we will cut our 100th Anniversary Cake.
